Transaction memo
Business context attached to the payment.
Arc memos make the transaction reconcilable beyond a raw hash: invoice, agent, customer and batch references stay attached to the proof envelope and can be indexed by downstream systems.

Policy pass is not final fulfillment
Kestrel separates policy approval from execution evidence. If a job clears policy but the provider receipt or validator artifact does not arrive, the envelope moves into a bounded review state instead of silently becoming a successful settlement.
Policy pass is only a precondition.If execution, receipt or validation evidence is missing, the proof remains review-held and settlement finalization is blocked.
